Quarterly Homeowners Association Meeting - November 16, 2004

The meeting opened at 6:50pm, Bethesda Elementary School, November 16, 2004.

Mike Dai introduced the board members and announced the meeting's agenda.

Priscilla thanked everyone for volunteers that helped with our neighborhood block party. She explained a claimed "candy shortage" and that the food and edible products were a fund raiser. The cost of the block party was $908.89. $100.38 income was made. Over 84 people were present. Fundraiser, social and welcome committees were established.

The next order of business was a Durham Police Officer giving a presentation on the neighborhood watch program which included a video tape describing how it works. A process describing acquiring additional lighting in the neighborhood was also discussed. Hand-outs about the watch program were distributed to everyone in attendance. Lock captains, a phone tree and a liason for direct contact to the police all have to be created. Homeowners expressed interest in starting a neighborhood watch program. It was verified that our community is in District 4. The Police Officer answered varied questions from the homeowners. The issue of speed bumps was discussed and that the speed limit is 35mph. A reminder was given to people to slow down and be mindful of kids that might be on the streets.

The front entrance could be redone in December and a suggestion was made to use a new contractor. Three landscapers have been contacted about the playground renovation and a request for bids has been made. It has been continued at this time.

The issue of the outstanding homeonwers dues has been resolved by TLC Management. A payment plan as been outlined.

It was discovered that the common area does belong to the Association.

Homeowners are unsure about what type of fencing they can install. Some owners installed their own wooden fences. There was no explanation of this.

David Young gave a presentation reminder to homeowners of the rules concerning noise and appearance issues. Code enforcement will begin effective immediately.

Jorge Negron said to remove garbage cans from out of the front yards after pick-up. Cans should be placed outside by Sunday dusk and removed by Monday dusk. Those who may not be able to do so in that time frame, should move the cans as quickly as is reasonably possible.

Architectural approval requests made before the committe was formed will be grandfathered in since there is not a reasonable alternative for approval of installed structures. Effective immediately, all improvements must be approved by the Board.

The open discussion ended at 9:30pm and the meeting was adjourned at that time.
