MEADOWS at PAGEHURST ANNUAL MEETING - MINUTES-09/14/04

 

The 2004 annual meeting of the Meadows at Pagehurst (single-family) Homeowners Association was called to order on Monday, September 13, 2004, 7:00pm, W.D. Hill Recreation Center, 1308 Fayetteville Street, Durham.

 

Members Present: Lillie Adams, Mawuena Agbeblewu, Maria Alvarez, Daniel Appah, Priscilla Coleman, Terri Cronin, Mike Dai, Chris & Tabitha Dowdy, Robert & Karen Dye, Luis Gomez, Harold Herrera, Sallu Kanu, Sybil King, David Larson, Rocio Lopez, Barbara Lunsford, Matilde Martinez-Moles, Gwendolyn McCoy, Tracey McCullough, Jorge Negron, Jorge & Wendy Pineda, Delores Plummer, John Roberts, Lawrence Roberts, Eric & Amy Watchous, David & Judy Young, Margaret Young, Paul Zettek

 

The first order of business was the introduction of the panel:

Theresa Cathey briefly explained the management company’s duties done on behalf of the Association: The management agreement expires Feb. 6, 2005.

Maintain Board records

Notification of meetings

Prepare and type Board Minutes

Collect homeowners dues

Deposit funds

Pay bills

Maintain financial books

Send notices to delinquent owners (past due assessments)

Prepare and monitor annual budget

Maintain adequate insurance (liability, physical damage, workers comp, D&O)

Tax Preparation

Common area grounds maintenance

Inspections to insure covenants are not violated

Enforcement of covenants

Type and mail letters to homeowners who are in violation of the covenants

Maintain entrance signs

Attend Board and committee meetings (as requested)

Long range planning advice and guidance

 

The next item on the agenda was the election of new Board Officers. Nominations were made, seconded and approved for the following officers:

Board members will meet to determine the office that each will hold. They are required to have at least three offices: President, Secretary and Treasurer. However they may elect a Vice President as well. Each officer will determine the length of their term: one for one year, one for two years, and one for three years. Covenants and the management agreement were handed out to three of the officers. TLC Management will mail those documents to the two who did not receive them. On page 15 of the covenants it outlines the duties of the Board Officers.

 

The next order of business was the Treasurer’s Report presented by Sherry Elder. The report was read, a motion was made to approve, it was seconded, and approved by a majority vote.

 

The open discussion was centered around the following issues:

 

1. Petition for speed bumps to be installed: A majority of the homeowners need to agree by signing this petition. Jorge Negron is heading this project.

2. Retention pond and how to maintain it: Satpal Rathie discussed the reasons for the pond and explored ways of maintaining it.

3. Repair of playground and basketball goal equipment: The repairs for the tot lot equipment and basketball goal will be evaluated and necessary maintenance and repairs will be made.

4. Maintenance of common areas: Common area lawn will be reseeded and entrance spruced up in the Fall

5. Past due homeowners dues: The management company will work with the homeowners who are seriously delinquent in payment of homeowners assessments. All homeowners are encouraged to satisfy this debt as quickly as they can.

6. Loud music and noise: Residents were encouraged to be courteous and considerate of their neighbors and turn the music down upon entering the subdivision. Contact the Police if noise is beyond 11:00pm.

7. Use of pool in Pagehurst, phase I: The Board will contact Pagehurst Association regarding the Meadows residents being allowed to pay for a membership.

8. Covenant restrictions: Members were advised that covenants could not be changed without a quorum (certain percentage of members) vote in favor of the change. The Covenants are legal and binding.

After the meeting was adjourned, Satpal Rathie wrote a check to the Meadows at Pagehurst Homeowners Association in the amount of $2,000.00 as a voluntary contribution!

 

No other business was addressed, so the meeting adjourned at 8:35 pm.
